How Old Do You Have to Be to Vape?
You must be 18 years old to purchase or use any vaping product in the UK. This has applied across England, Scotland, Wales and Northern Ireland since October 2015. There is no lower age limit for supervised use or parental consent exception in UK law.
The legal age to buy and use vapes in the UK is 18. This is defined under the Nicotine Inhaling Products (Age of Sale and Proxy Purchasing) Regulations 2015 and the broader Tobacco and Related Products Regulations (TRPR). The law applies to all vaping products: e-cigarettes, refillable pod kits, prefilled pod systems, nicotine-free vapes, vape mods and all e-liquids. It is equally illegal to sell vaping products to under-18s and for an adult to buy a vape on behalf of a minor (proxy purchasing). What the UK Law Covers

The age restriction of 18 applies to every type of vaping product sold in the UK, including devices and e-liquids containing zero nicotine. A common misconception is that nicotine-free vapes are exempt from age restrictions. They are not. The Nicotine Inhaling Products Regulations 2015 and the Tobacco and Vapes Bill cover the device and the act of vaping, not only nicotine content. No vaping product of any kind may be sold to or purchased for anyone under 18.
In-store and online sales
Retailers operating physical shops are required to request proof of age from any customer who appears to be under 25 (a common retail policy known as Challenge 25). Online retailers must implement robust age verification at the point of purchase — entering a date of birth alone is not sufficient. Legitimate UK online vape retailers cross-reference identity documents, credit data or electoral roll information, and some require proof of age at the point of delivery.
Proxy purchasing — buying on behalf of minors
It is a specific criminal offence under the Nicotine Inhaling Products Regulations 2015 for an adult to purchase vaping products with the intent of supplying them to a minor. An adult who buys a vape for a person under 18 can face a fine of up to £2,500. There is no parental consent exception: a parent cannot legally buy their under-18 child a vape. The restriction applies regardless of the buyer's relationship to the minor.
Disposable vape ban (June 2025)
Since 1 June 2025 it has been illegal to sell single-use disposable vapes in the UK under the Environmental Protection Act. This ban was partly driven by the disproportionate popularity of disposables among under-18s, with research showing they were the format of choice for underage vapers. The ban does not change the age restriction — vaping remains 18+ — but removes the specific format most associated with youth uptake. Only rechargeable and refillable devices with replaceable pods or tanks are now legal.
Common Myths About the UK Vaping Age
You can vape at 16 because it is not tobacco
UK law treats vaping products the same as tobacco for age restriction purposes. The legal minimum age for both is 18, set by the same legislative framework. The fact that e-cigarettes do not contain tobacco leaf does not create any age exemption.
Parents can give permission for under-18s to vape
There is no parental consent exception in UK vaping law. A parent or guardian cannot lawfully grant permission for an under-18 to purchase or use a vaping product. The law is categorical and applies uniformly regardless of family consent.
Nicotine-free vapes are legal for under-18s
Completely false. The 18+ restriction covers all vaping products regardless of nicotine content, including 0mg e-liquids and nicotine-free devices. The June 2025 disposable ban also explicitly covered zero-nicotine disposable vapes for exactly this reason.
If you look 18, shops have to sell to you
UK retailers operate Challenge 25 policies, meaning they are entitled and encouraged to request ID from anyone who appears under 25. A shop can refuse to sell to any customer who cannot produce acceptable ID, even if that customer is actually 18 or over. Acceptable ID typically includes a passport, driving licence or PASS-certified proof-of-age card.

Why the Age Restriction Exists
The 18+ age limit for vaping in the UK exists primarily to protect adolescent neurological development. The teenage brain is considerably more susceptible to nicotine addiction than the adult brain, and early nicotine exposure during developmental years has been shown to affect memory, attention, impulse control and overall cognitive development. Research has consistently found that people who begin using nicotine in adolescence are more likely to develop long-term dependence than those who first use nicotine as adults.
The 18+ limit also aligns vaping regulations with tobacco law, preventing a legal inconsistency where a young person could legally access a nicotine delivery device while being unable to buy cigarettes. Even with the NHS and Public Health England position that vaping is significantly less harmful than smoking for adults, there is no equivalence in the context of young people who have never smoked — for them, any nicotine exposure carries risk.
